Can the 18650 battery pack operate without a BMS?

I am currently building a 4S12P 18650 battery package and am wondering if I can do without BMS. I will just use it to charge, so voltage and current are always monitored through the balance charger.

You can use a balance charger to monitor the current and voltage while charging the 18650 battery pack, but without a BMS for 18650 battery pack, there is no way to monitor the balance of the battery and input while discharging, both of which are important.
